Franklin County was created in 1784 and originally encompassed all of what would later become Banks, Barrow, Clarke, Jackson, Oconee and Stephens counties, plus parts of Gwinnett, Hall, Hart and Madison counties, as well as 3 counties in the as-yet-unformed state of South Carolina.

Georgia's ninth county was named in honor of Benjamin Franklin. The area that would become Royston was first settled by William W. Asberry around 1850. The city was named in honor of W.A. Royston, who owned one of the first general stores in town. Royston was incorporated in 1879.
